Senate Passes H.R. 804, Excluding from Income Certain Payments Made Under the National Flood Insurance Program

On September 8, 2005, the Senate passed H.R. 804 by unanimous consent. The bill was passed by the House of Representatives under suspension of the rules on July 12, 2005. The bill has been presented to the President for his action.

The bill includes the following provision relating to means-tested assistance programs' treatment of grants for reducing future flood damage.  

Treatment of Certain Payments Under National Flood Insurance Program

  • Would amend the National Flood Insurance Act of 1968 to specify that assistance provided under a program for flood mitigation activities with respect to a property would not be considered income or a resource of the owner of the property when determining eligibility for or benefit levels under any income assistance or resource-tested program (including Supplemental Security Income) that is funded in whole or in part by a Federal agency or by appropriated Federal funds.

  • Would be effective upon enactment.
