This Transmittal Sheet transmits the first two chapters of Part 6 of the OHA Handbook, the Appeals Text Guide. When complete, Part 6 will contain all of the standardized material available on the word processing equipment in CS&SS for use by analysts in preparing material for the AC. The projected contents of Part 6 are as follows:

As each chapter is issued, the standard material currently in use is being updated and reorganized into a more manageable format, and new standard material is being added. Each chapter will have its own table of contents and instructions for use of the material in that particular chapter.

Chapter 6-00 contains an introduction to word processing in OAO, a glossary of terms that will be used throughout the Appeals Text Guide, an explanation of how the Guide is organized, and general instruction for completing coding sheets.

Chapter 6-10 contains standardized material for preparing denial notices which is organized and numbered differently than that currently in use. Therefore, this material should be reviewed in its entirety before implementation. Note that the denial notices for Titles II, XVI, and concurrent cases have been consolidated into one format and new formats have been added for situations in which the ALJ issued a combined decision and dismissal. The transmittal includes the temporary paragraphs in use as of the time of writing, as well as the permanent formats. In order to make a smooth transition, do not begin using the attached material until notified.

Action Note

When notified, begin using the transmitted material and discard:

(1) in Part 5,

(2) in the existing standardized text, all material relating to denial notices.
