Subject: Representative Fees

Background

This transmittal amends chapter I-1-2 of the Hearings, Appeals and Litigation Law (HALLEX) manual to establish section I-1-2-100, Exhibit – Regional Chief Administrative Law Judges' Addresses and the Hearing Offices Within Their Jurisdictions. The new section provides contact information for the offices of Regional Chief Administrative Law Judges and enumerates the hearing offices (and the respective hearing office codes) within their jurisdictions.

Explanation of Content and Changes

We determine jurisdiction to conduct administrative review of the fee awarded to a claimant representative under both the fee agreement process and the fee petition process by the location and position of the employee who made the initial fee authorization. When an administrative law judge makes the initial fee authorization, the Regional Chief Administrative Law Judge with jurisdiction over the claimant's servicing hearing office has jurisdiction over requests for administrative review. New section I-1-2-100 provides a chart that lists the addresses for all Regional Chief Administrative Law Judges and the respective hearing offices within their jurisdictions. This section also provides cross references to HALLEX I-1-2-44 and I-1-2-81.
