Explanation of Content and Changes

This transmittal updates and revises Chapter I-1-1 (Representation of Claimants).

I-1-1-11 B and C are revised to provide instructions for completing the revised Form SSA 1128 (Representative Involved) Flag.

I-1-1-30 NOTE is revised to add a link to the intranet website which lists sanctioned representatives and to provide the address for the Representative Conduct and Civil Rights Division in the Office of General Law, OGC.

I-1-1-50 is updated to reflect that OHA's Special Counsel Staff no longer exists. The staff has been reassigned to the Office of General Law in the Office of the General Counsel which has assumed some of the former SCS functions. This section is also revised to indicate that an alleged violation or allegation of misconduct should be fully developed before referring the matter to OGL for administrative sanctions and to describe the type of development required.

I-1-1-60 is revised to include a note indicating that a representative disqualified or suspended pursuant to § 206(a)(1) of the Social Security Act as a result of collecting or receiving a fee in excess of the amount authorized is barred from appearing before SSA as a representative until full restitution is made.

I-1-1-90 is revised to include a copy of revised Form SSA-1128.

Editorial revisions have been made throughout the chapter to update component designations and regulatory references.
