Preface

The Supplement is a major resource for data on our nation's social insurance and welfare programs. The majority of the statistical tables present information about programs administered by the Social Security Administration—the Old-Age, Survivors, and Disability Insurance program, known collectively as Social Security, and the Supplemental Security Income program. In addition, data are presented on the major health care programs—Medicare and Medicaid—and income-maintenance programs, such as the Food Stamp Program, Temporary Assistance for Needy Families, and Low-Income Home Energy Assistance, and other social insurance programs, including workers' compensation, unemployment insurance, temporary disability insurance, Black Lung benefits, and veterans' benefits. The Supplement also includes program summaries and legislative histories that help users of the data understand these programs. Please note that additional disability tables and statistics can be found in the SSI Annual Statistical Report and the Annual Statistical Report on the Social Security Disability Insurance Program.

The Supplement has been published annually since 1940. Decisions affecting the future of Social Security are facilitated by the availability of relevant data over a long period. The data provide a base for research, policy analysis, and proposals for changing the programs. In addition to meeting the Social Security Administration's information needs, the Supplement strengthens the agency's ability to respond to requests for program data from congressional committees, government agencies at all levels, and the research community.

The Supplement is prepared by Social Security Administration staff from various components throughout the agency and by many individuals from other federal agencies. I would like to express my thanks to them for their contributions.

Errata

The original print and electronic versions of this report contained the following errors:

  • In Table 2.A12, the "amount (dollars)" for the special minimum primary insurance amount (PIA) for 1981 was incorrect. The correct value is 5,550.
  • In Table 8.B1, the number of "persons served per 1000 enrollees, Hospital Insurance, Inpatient hospital" for 1990 was incorrect. The correct value is 194.

These errors have been corrected in the electronic version of this report. [Posted: October 28, 2009.]

The original print and electronic versions of this report contained several errors. The following information has been corrected in the electronic versions of this report:

  • Table 3.C6—The correct source for this table is Social Security Administration, Master Beneficiary Record, 10 percent sample.
  • Table 4.B3—The median earnings for "All workers, women" for 2000–2003 were incorrectly reported as being the same as the data for men.
  • Table 4.B8—The data for "All self-employed workers" for 2000–2003 were not updated from the 2004 Supplement.
  • Table 4.B14—The data for "Medicare (HI) taxable earnings" were incorrect because of the inconsistent weighting of sample outlier records.
  • Table 8.C2—The data were incorrectly referred to as being "in thousands"; they represented the actual numbers.

  • Tables 3.C7a, 3.C7b, and 3.C8—The years shown in the tables were incorrectly labeled. Data for the number of persons are for March 2005 (not March 2004); data for average annual benefits are for 2004 (not 2003); and the correct source is the March 2005 Income Supplement from the Current Population Survey (not March 2004).

  • Program Descriptions—Social Security, Taxation of Benefits: The upper income threshold for single beneficiaries was corrected from $32,000 to $34,000.

  • Table 8.B81—Dates in title corrected from 1990–2003 to 1990–2004 to accurately reflect the data included in table.

  • Table 5.J11—The data in the rows for the Philippines and Thailand were reversed. The table that was originally posted omitted the row stub "Czech Republic," causing the data from Denmark through Poland to be incorrectly labeled and the data for Poland omitted.
  • Appendix D—The second bend point in "Step 4 - Computing the Primary Insurance Amount (PIA)" was corrected from $3,689 to $3,779.
