The House passed the Social Security Independence and Program Improvements Act on May 17, 1994, as House Resoultion 4277. The Senate passed its version of the legislation on March 2, 1994, as Senate Bill 1560. The central issue between the two bodies was not resolved in their respective versions of the legislation as the House bill called for a three-member board and the Senate for a single Commissioner. The matter went to conference, where the House agreed to the Senate version of the bill. The Conference Report was passed in the Senate on August 5th and in the House on August 11th. President Clinton signed the bill into law on August 15, 1994.
