I-1-0-5. Components Responsible for HALLEX and Their Responsibilities

A. Office of Policy, Planning and Evaluation

The Office of Policy, Planning and Evaluation (OPPE) is the national coordination point for HALLEX. OPPE performs the following functions:

• Develops policies, standards and procedures for maintaining HALLEX.

• Develops the guiding principles enunciating the bases for operational policy and proce­dures.

• Reviews all proposed issuances for conformity and consistency with established stan­dards, policies and procedures.

• Maintains records of issuances published in the system.

B. Other Headquarters Components

The Office of the Chief Administrative Law Judge (OCALJ) and the Office of Appellate Oper­ations (OAO) develop and update procedures they require to carry out policy and process their workloads. "Procedures" means the step-by-step instructions the component's staff follow and the "standardized text" that components require to process cases.

The component(s) responsible for implementing a specific policy must:

• Establish accurate, current and complete procedures; and

• Prepare issuances that comply with the instructions for preparers in this chapter.

C. Specific Component Responsibility for HALLEX Authoring

OPPE, OCALJ and OAO are the primary authors of HALLEX material and have ownership over certain segments of HALLEX as follows.
