The Office of Policy, Planning and Evaluation (OPPE) is the national coordination point for HALLEX. OPPE performs the following functions:

The Office of the Chief Administrative Law Judge (OCALJ) and the Office of Appellate Oper­ations (OAO) develop and update procedures they require to carry out policy and process their workloads. "Procedures" means the step-by-step instructions the component's staff follow and the "standardized text" that components require to process cases.
