HALLEX consists of two volumes.
Volume I has five divisions:
Division 1 - General Subjects
Division 2 - Administrative Law Judge Hearings
Division 3 - Appeals Council Review
Division 4 - Civil Actions
Division 5 - Temporary Instructions (TIs) - This division contains instructions that: apply only for a limited time; address special situations; or communicate information that will later be incorporated into Divisions 1 through 4. When appropriate, a TI carries an expiration date when the instruction will no longer be effective. The TIs are divided topically into the following chapters:
5-1 - General Subjects
5-2 - Retirement and Survivors Insurance and Supplemental Security Income (RSI/SSI) Matters
5-3 - Disability Matters
5-4 - Court Cases
5-5 - Reserved for future use
Volume II houses desk reference guides and consists of five parts:
Part 1 - Reserved for future use
Part 2 - Reserved for future use
Part 3 – Reserved for future use
Part 4 - Preambles to Selected Regulations — This part contains preambles to selected regulations having significant impact on OHA. Because preamble information contained in final regulations published in the Federal Register, beginning with Volume 60 (1995), is available through the Internet from the Government Printing Office website (http//www.gpoaccess.gov/fr/index.html.), no further transmittals will be issued for Volume II, Part 4.
Part 5 - Appeals Council Interpretations (ACIs) — ACIs are designed to surface and resolve issues arising from gaps in policy or unclear statements of policy, promote greater consistency and uniformity in applying policy throughout the adjudicatory process, and establish precedents at the hearings and appeals levels of adjudication.
Part 6 - Appeals Text Guide — This part contains standardized language for the Office of Appellate Operations to use in handling its workload.
Following "I-", a 3, 4 or 5-digit number, separated by a hyphen, precedes each manual section in the first four divisions in Volume I.
The first digit identifies the division.
The second digit identifies the chapter.
The remaining digits identify the section number within the chapter.
Examples
I-1-5-7 is Division 1, Chapter 5, Section 7 in Volume I.
I-2-3-21 is Division 2, Chapter 3, Section 21 in Volume I.
I-4-3-138 is Division 4, Chapter 3, Section 138 in Volume I.
Following "II-", a 3, 4 or 5 digit-number, separated by a hyphen, precedes each manual section in the parts of Volume II.
The first digit identifies the part.
The second digit identifies the chapter.
The remaining digits identify the section number within the chapter.
